Position Summary

The selected candidates will provide leadership and Rapid Development support at the expert level to the Education, Doctrine, and Instruction for Intelligence Efforts (EDIF-IE) contract. This contract provides support to the Army's premier intelligence training institution, the US Army Intelligence Center of Excellence (USAICoE), located at Fort Huachuca, Arizona. This is an exciting opportunity for successful applicants to provide support working with various internal/external government stakeholders/partners to identify training needs, design, and create instructor led, computer based, and virtual training using cutting-edge technology and innovative solutions.

This position is contingent upon contract award.

What You'll Do

  • Ensure interactive product deliverables adhere to ICoE, TRADOC, DOD, and industry standards for formatting and the educational soundness of products.
  • Maintain standardized product formats for all the interactive product types the rapid production teams provides in support of course and lesson revisions.
  • Manage the onboarding of Rapid Developers to including providing normalization training to ensure Rapid Developer produce products commiserate with government requirements and regulatory standards.
  • Ensure Rapid Developers maintain awareness of trends in online education.
  • Manage Rapid Developer allocation to available projects.
  • Reports to the Project Coordinator.
  • Create engaging and effective customized learning products, using sound Instructional Design principles and adult learning methodologies. These products include learning objective documents, assessment strategies, and lesson design documents in support of resident training, remote/virtual learning environments, and blended learning.
  • Review approved methods of instructions for best fit with learning objectives, time available, and instructor-to-student ratios.
  • Maintain currency on changes in educational research and emerging evidence-based trends in education, relevant to education and training conducted by the Intelligence Center of Excellence.
  • Ensures document logic, accuracy, appropriate tone for audience and language consistency.
  • Create detailed content outlines and learning scenarios/vignettes.
  • Designs effective learning activities that accomplish learning objectives.
  • Coordinates with project managers, subject matter experts, and instructional designers to ensure that final products achieve the intended learning and training objectives.
  • Creating 2D and 3D graphics
  • Developing individual pages within computer-based instruction using development products such as Adobe Animate or Captivate
  • Updating previously developed lesson pages (when required)
  • Attend IPRs and meetings to gather and provide information on assigned projects and area of expertise.
  • Responsible for developing and accessing documentation in the form of reports, proposals, white papers, and briefings.
  • Maintains standardized product formats for all design documentation in support of course and lesson revisions.
  • Other duties as assigned.

Requirements and Qualifications:

  • Bachelor's Degree. Education must include 24 semester credits focused on either: educational research, learning theory, education technology, instructional design, or other related education themed courses. Courses focusing on the administration or fiscal requirements of education related organizations do not count towards the credit requirement.
  • Minimum 6 years' experience in education, training, or as an educator in a certified teaching discipline. Experience preference towards addressing the educational needs of adults for distance/distributed learning. Experience with designing learning programs, activities, and curriculum that use technology to enhance learning.
  • Experience must include a minimum of 2 years developing learning programs using industry recognized distributed learning authoring tools; examples include Adobe Captivate and Articulate Storyline.
  • Able to develop interactive multimedia applications up to level 2.
  • Ability to create 3D models using Maya, Blender, 3DS Max, or other modeling software.
  • Experience developing Computer-Based Instruction for the Department of Defense
  • Demonstrated understanding of conducting and analyzing research and collected data.
  • Experience with the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) model
  • Proficient verbal and written communication skills and familiar with the Army Writing Style
  • Demonstrated experience maintaining timelines and ability to work with minimal supervision.
  • Ability to give and receive constructive feedback.
  • Proficient in the use of MS Office products
  • Able to meet all requirements to be issued a Common Access Card (CAC) as set forth on the Defense Human Resource Activity website titled, "Getting Your Common Access Card (CAC)," http://www.cac.mil/common-access-card/getting-your-cac/ (accessed 13 May 2013).
  • United States Citizenship
  • Interim Secret clearance to start, must be able to receive and maintain a Top Secret - Sensitive Compartmented Information (TS/SCI) security clearance within first year.

Desired Qualifications:

  • Master's degree or higher
  • Graduate of a military service school equivalent to the Army Command and General Staff College (Military Education Level-4)
  • Previous experience at USAICoE
