About the Role:
In this opportunity as a Contracts and Proposals Manager, you will be responsible for ensuring successful proposal development through contract execution for a large line of business within our company. This position will report directly to our Senior Manager, Proposal Development and will be part of a dynamic proposal and contracts team that supports the growth and the execution of our business.

Proposal Management: Managing the RFP response process from PRE-RFP phase through RFP release, including proposal planning, development, and proposal reviews, proposal submission, best and final offer (BAFO), and final award for specific lines of business and client segments. You will work with product and technology experts from across the company to facilitate their inputs into the proposals, and you will ensure that we are submitting compliant, compelling and winning bids. You will be an expert written and oral communicator that can motivate and manage teams to hit tight deadlines, and you'll be able to do so with little guidance. You will work with a tenured business development, technical, and product team to build responses to customer needs.

Knowledge Management: Helping to maintain an electronic repository of content that can be leveraged for future RFPs and inquiries from customers and creating additional proposal tools and resources as necessary. This includes a "lessons learned" library, as well as a library of past performance references. You'll work with the Legal department to hone and maintain an established playbook of responses to commonly included contract provisions and clauses.

Contracts Management: In consultation with the Senior Contracts Manager and Chief Counsel, you'll be responsible for the creation of entries and maintenance of our existing contracts management system. You'll also be the primary point of contact between the client and our Legal department.

You'll possess the ability to support a range of proposals, from streamlined, short turnaround standardized task order responses-to long-term capture efforts, where solutions and win themes are developed and matured over time. While you'll primarily focus on the streamlined, standardized proposals-candidates with experience across long-term capture efforts will bring a unique perspective to this team. You'll also be able to review contracts quickly to ensure compliance and accuracy.

As the Contracts and Proposals Manager you will also contribute to a variety of areas including:

  • Knowledge of Thomson Reuters CLEAR platform and capabilities is desired, but can be taught to the right candidate.
  • Understand requirements of formal solicitations (RFP/RFQ/RFIs) and other procurement vehicles from government entities (primarily federal) and corporations.
  • Coordinate the formal proposal response process, which involves scheduling, facilitating, and leading bid discussions with the RFP response team.
  • Assign action items/deliverables and ensure that all proposal deadlines (internal and external) are met.
  • Investigate previous proposal efforts related to a customer, including performing a comparison of previous RFx documents and proposal responses.
  • Collaborate heavily with key internal business partners (e.g., sales organization, finance, legal counsel) to drive the proposal strategy and create a compelling proposal.
  • Accurately incorporate edits from SMEs, business partners, and reviewers.
  • Communicate with external customers regarding procurement-related issues (e.g., clarification requests, proposal revisions, post-award items).
  • Generate complete, accurate, and customer-centric proposal responses (including forms) that comply with solicitation requirements.
  • Coordinate, produce and review final proposal documents for responsiveness to evaluation factors and comprehensiveness.
  • Ensure successful delivery of proposal submission (via email, bid sites, and other methods) by the stated proposal deadline.
  • Build TRSS' proposal/contract repository with all related project documents (e.g., RFx documents, proposal response documents, award notifications, contract documents).
  • Maintain contracts management system with complete, accurate information and records.
  • Review and respond to requests for modifications to contracts for TRSS products and subscriptions
  • Provide contract guidance in the resolution of contract issues and disputes
  • Provide guidance and support of Federal government contracts
  • Provide contracting support to sales professionals
  • Become thoroughly familiar with TRSS' customer contracts, products, pricing models and systems.
  • Contribute to the ongoing development of best practices and streamlining of processes and tools to effectively manage the ever-increasing volume of workflow.
  • Assist with miscellaneous projects as needed, including the development of additional proposal resources (e.g., templates) to improve efficiency and consistency.
  • Answer questions from clients and internal business partners using the repository to provide consistent and accurate responses.
  • Customize existing repository text for proposal responses as appropriate.



About You:
This position requires a combination of professional writing experience, project management, technical aptitude, an understanding of Thomson Reuters products, and expert knowledge of the Microsoft Office Suite, particularly Microsoft Word. You're a good fit for the role of Contracts and Proposals Manager if your background includes:

  • 4-year college degree required (BA or BS).
  • 5-8 years' experience with proposal or business writing in Federal Government Contracting
  • Experience with proposal writing, especially in response to formal solicitations for federal government customers.
  • Experience with proposal writing for technology/data companies would be a plus.
  • Must possess a high level of integrity and professionalism.
  • Excellent organizational, interpersonal, written, and verbal communication skills.
  • Ability to work under pressure to manage multiple priorities, often with competing and tight deadlines.
  • Strong editing skills and attention to detail.
  • Strong technical aptitude with ability to comprehend increasingly technical solutions and analytical skills; ability to learn new products/technologies quickly.
  • Demonstrated soft skills, including the ability to effectively interact, communicate, and work well as a team member with internal and external partners at all levels of the organization to include business development, finance, and legal departments.
  • Ability to build rapport and trust with internal stakeholders and customers.
  • Ability to successfully balance the interests of the customer with maintaining a good legal and fiscal position for the company.
  • Ability to think strategically and creatively, to identify and resolve legal issues, possess knowledge of the business.
  • Membership in a professional proposal organization, such as APMP, preferred.
  • Ability to obtain and maintain a U.S. national security clearance.
