Job Description

Position Summary

Responsible for arranging, coordinating, promoting, and performing various community outreach events and activities.  Responsible for assisting in the completion of eligibility and enrollment applications.  Continually acquire and maintain knowledge of health insurance and the healthcare marketplace. 

Essential Job Duties

  • Provide assistance to patients with the application(s) and prepare the necessary documentation for eligibility determination for Federal and State Programs. Obtains necessary signatures, forms, documentation, etc. 
  • Assist clients with completing all types of Medicaid applications the client is attempting to complete.  Client assistance will be in paper applications, patient education, advocacy, and utilizing the State of Wisconsin Access system at http://access.wi.gov and other relevant sources. 
  • Complete 40 BadgerCare applications per month (this goal will be prorated based on all components being 100% operational). BadgerCare applications include BadgerCare Core, BadgerCare Standard, Pregnant Women, Well Women, etc.
  • Tracks patients, follow through with the application process via eligibility lists and contacts patients directly. Provides troubleshooting assistance to families for successful enrollment into health insurance programs.
  • Available evening and weekend hours to attend presentations, seminars, and trainings and accept Medicaid applications with other partners.  Notice will be given as soon as reasonably possible.
  • Conducts and attends outreach activities to promote and market services (i.e., health fairs and community events).
  • Available as a referral source for internal staff referring clients attempting to apply for all Medicaid benefits.
  • Achieve monthly approvals of 95% or higher for all Medicaid applications.
  • Strive to achieve 100% accuracy with information provided to clients applying for benefits, which will eliminate process inefficiencies.
  • Document weekly, monthly, quarterly, and annual statistics, both summary and detail, for submission to the Chief Operating Officer.
  • Submit requests for approval to attend meetings and/or seminars pertinent to job functions as far in advance as possible.
  • Attends meetings as required; conducts training sessions with staff.
  • Reviews and compiles reports as needed. Documents outreach, enrollment, and expenses for tracking purposes.
  • Maintain established office policies and procedures. Ensuring compliance with OSHA and HIPPA guidelines
  • Customer Service – Treat customers, patients, co-workers and others with dignity, respect and trust. Work effectively by sharing ideas in a constructive and positive manner.
  • Promote the mission, vision and values of the organization in all interactions.

Job Skills and Abilities

The individual must respect the confidentiality of patient information while performing job duties and to establish and maintain effective working relationships with patients, employees and community. The individual must be highly organized and have strong initiative and problem-solving skills, in addition to having a basic knowledge of accounting and customer service functions of an office. The candidate must also have a valid driver’s license, be insured and provide own transportation.

The individual is responsible for acquiring and maintaining benefits subject matter expertise in order to delineate best practices including the access and utilization of the State of Wisconsin Access system, and the health care marketplace. 
The individual must possess the ability to read and interpret documents such as operating instructions, and procedure manuals; write routine correspondence; speak effectively before groups of customers or employees of organization. Bilingual skills (Spanish/English) are helpful, but not required. The individual must communicate with patients, families, communities, other health professionals and co-workers in a responsive and responsible manner to support a team approach to the maintenance of health and the treatment of disease.  Engage others, appropriate to the specific care situation, in shared patient-centered problem solving. 
 
Education and Experience
Bachelor’s degree in social work, sociology, human services, or related field.  Master’s degree a plus.
Certified or the ability to receive certification as a Certified Application Counselor within the first six months of employment.  Maintain annual certification requirements and skills.  Demonstrated knowledge and experience regarding healthcare benefits/insurance and community resources.
5-7 years of demonstrated ability as a client advocate.  Ability to self-manage and operate effectively within team settings.  Strong analytic skills.  Strong written, verbal, and interpersonal communication skills.  Proficient in Microsoft office applications. Comfortable in an environment with changing priorities and time constraints. 
Ability to comprehend and use basic language, both written and spoken to communicate information and ideas.
Off hours and weekend work required.
